  17. <p>    When playwright Vaclav Havel arrived at a restaurant for a
  18. meeting of the Helsinki Human Rights Monitoring Committee last
  19. week, other members shouted at him to flee. Havel, who was
  20. released from prison in May after a conviction for inciting
  21. antistate activities, obeyed the warning and thus avoided
  22. becoming the 16th committee member arrested by security police
  23. for unspecified reasons. In a continuing crackdown underscoring
  24. its resistance to reform, the government of Milos Jakes last
  25. week also briefly arrested five human rights activists meeting
  26. in a private apartment.

  28. <p>    Still facing charges of inciting antistate activities was
  29. the most prominent victim of the crackdown so far: Jiri Ruml,
  30. 64, editor of the independent monthly newspaper Lidove Noviny
  31. (People's News). He and co-editor Rudolf Zeman, 50, were
  32. arrested two weeks ago and taken to Prague's infamous Ruzyne
  33. prison. They face jail terms of up to five years if convicted
  34. under Czechoslovakia's Article 100 law banning most forms of
  35. dissident expression. Their continued detention may be the
  36. regime's way of closing down the feisty Lidove Noviny (circ.
  37. 5,000) as well as of warning protesters to stay off the streets
  38. this week as the country celebrates its 71st anniversary.
